Garrett Lambert
Formerly professor in the MBA program and Advisor to the President on
Government Relations at the University of Victoria, Garrett is also President

In addition to public lectures and speeches on international issues,
he has written extensively on Asian affairs. He is an Associate of the
Centre for Asia Pacific Initiatives, a member of the Pacific Council on
Economic Policy, and was a member of the Prime Minister’s Expert
Panel on Canada’s Role in International Science and Technology,
and the “Directions III Panel, Innovative Thinking on the Future
of the Canadian Health Care System”. Until 1997, Mr. Lambert was
one of Canada’s highest ranking diplomats and public servants. His
ambassadorial appointments included Hong Kong during its return to China,
Malaysia, Nigeria and Sierra Leone. Earlier, he served as Commercial Counselor
in Poland and East Germany, West Germany, and Iran. In Canada, Mr. Lambert
held the positions of Assistant Deputy Minister for Corporate Management
and Chief Financial Officer for the Department of Foreign Affairs and
International Trade, was Director General for Trade and Investment with
the USA during the establishment of the Free Trade Agreement, and Director
General at the Canadian International Development Agency.
Robert S. McNamara
Mr. McNamara received an MBA degree from Harvard University in 1939, and
in 1940 returned to become an instructor and later Assistant Professor
of Business Administration. In 1943 he was commissioned a captain in the

He was awarded the Legion of Merit and promoted to lieutenant colonel before
going on inactive duty in April 1946 when he joined the Ford Motor Company.
He was elected as a Director of the company in 1957, and President of
the company in 1960. At the request of President-elect John F. Kennedy,
Mr. McNamara agreed to serve as Secretary of Defense of the United States,
a position he held from 1961 until 1968. He became president of the World
Bank Group of Institutions in April of 1968, retiring in 1981. Since his
retirement, Mr. McNamara has served on a number of boards of directors
for both corporations and non-profit associations. He writes and speaks
on many topics including population and development, world hunger, the
environment, East-West relations, nuclear arms, and his vision of his
nation in the 21st century. He is the recipient of numerous honorary degrees
from colleges and universities in the U.S. and abroad, and has received
many awards, including the Presidential Medal of Freedom (with Distinction),
the Albert Einstein Peace Prize, the Franklin D. Roosevelt Freedom from
Want Medal, and the Dag Hammarskjold Honorary Medal. He is author of “The
Essence of Security; One Hundred Countries, Two Billion People”;
“Out of the Cold”; and “In Retrospect: The Tragedy and
Lessons of Vietnam”, and most recently, “Wilson’s Ghost”.
He has recently been the subject of the Academy Award winning film “The
Fog of War”.
Sir Peter North
Sir Peter North brings a wide range of experience and skills to the both
our International Advisory Board and the Academic Council. He is the Principal

He is a lawyer by training and is an Honorary QC. He has been
actively involved in law reform in the UK and abroad since the time he
served as a Law Commissioner from 1976-84. He has chaired a number of
major policy reviews on behalf of government, the most recent of which
was the Independent Review of Parades and Marches in Northern Ireland
which resulted in the Public Processions Act 1998. From 1985-88, he also
led the review of Road Traffic Law in the UK. Sir Peter is the Chairman
of ICSTIS, the UK’s Independent Committee for the Supervision of
Standards of Telephone Information Services, the industry-funded watchdog
for premium rate telephone services. In this role he brings very special
and relevant experience to LINC which will depend to a great degree upon
such technologies. He is known for his integrity, sound judgment and strong
analytical skills, enabling him to build consensus and achieve objectives,
often in very challenging situations.
Dr. Song Jian
His Excellency Dr. Song Jian is a distinguished scientist and public administrator
in the central Chinese government, having held the posts of State Councilor
(Vice-Premier level, 1986-1988), Minister of the State Science and Technology
Commission (1985-1998) and Chairman of the Environmental Protection Committee

In 1998 when ending 15 years' government service, Dr Song
was elected Vice Chairman of the Chinese People's Political Consultative
Conference, China's highest legal and political organization, and President
of the Chinese Academy of Engineering, from which he has just retired.
He now also holds a number of leading posts including Member of the National
Steering Group for Technology and Education headed by the Prime Minister,
and First Vice-Chairman of the Committee on Academic Degrees of the State
Council. He initiated and successfully carried out China's policies to
advance science and technology in 1984-1998. Dr. Song is academician of
a number of leading academies in China and the world, including the National
Academy of Engineering of USA, the Russian Academy of Sciences, the Swedish
Royal Academy of Technological Sciences (IVA) and professor of more than
10 universities across the world. He has authored, co-authored or edited
11 books and has written and published 160 scientific articles, with numerous
awards. He is a member of World Intellectual Policy Advisory Commission,
Geneva. A Distinguished Scientist Lecture Series has been established
in his honour by the American Association for the Advancement of Science.
